Introduction - North Carolina Flag Football Association

The NCFFA was created in 1986 to promote the game and standardize the rules of flag football in North Carolina. It established a State Championship tournament, a league format for qualifying teams, a ranking system for teams, a North Carolina Flag Football Hall Of Fame, and a Rule Book - Officials Manual. It provides development assistance to league and tournament directors, records the history of flag football in North Carolina, and maintains a NCFFA Web Site. It sends out bids for teams to compete in Regional and National Tournaments.

     2001 NCFFA Sanctioned Tournaments

    Beginning with the 2001 season. All Leagues, Teams, and Officials must be members of the NCFFA to be eligible to participate in the State Championship Tournament series. 2001 Fall State Tournaments sanctioned by the NCFFA will be as follows:

    Leagues must begin and complete their fall regular season play by November 18th, 2001 to be eligible to participate in the NCFFA Tournament Championship series.

    NCFFA Membership and Benefits

     League Eligibility Requirements, Benefits, and Awards
     
      1 - Any league with six or more teams qualifies for membership.
      2 - League Directors must agree and abide by the Rules and Regulations of the NCFFA.
      3 - League Membership Dues – $150 Annual. See Notes
      4 - League Directors will provide the NCFFA Office all necessary information on teams and players:
            Provide a League Schedule.
            Provide a list of Teams ( Rosters* when requested ).
            Keep up to date Rankings of their respective teams. 
            Attend Annual Meeting
     * Teams participating in the North Carolina State Championships must submit the regular season rosters with their application. 
     
       5 - The league champion will receive an automatic bid to play in the NCFFA Championships. 
               Leagues may qualify more than one team for championship play. 
               Teams must be paid members in good standing with the NCFFA and otherwise eligible by state ranking.
                   A league with up to 8 teams will receive one bid.
                   A league with 12 teams, two bids.
                   A league with 16 teams, three bids.
                   A league with 20 or more teams, four bids.
         League Division Champions are guaranteed a berth at the State Championships. All other teams are chosen by rank.
     
       6 - League Directors are responsible for paying the tournament entry fees of their regular season champion or designated representative. 
             
    Each additional qualifier will pay a $250.00 tournament entry fee.
       7 - Each league will receive a web page will email forwarding at no cost on the NCFFA Web Site.
       8 - Each League director will have one vote at all Association meetings.
       9 - Leagues will receive a League Plaque for each team that wins their division in the State Tournament.
     10 - League Directors can apply to host Championship Play in one of the games sponsored by the NCFFA.
     11 - Full Voting Privileges at NCFFA functions.
     12 - Qualified to nominate and be nominated for any open office within the NCFFA. Host NCFFA Tournaments and Events.

      Team Eligibility Requirements and Benefits
     Teams

     1 - Membership is mandatory for all teams participating in the NCFFA State Championships.
     2 - Each team must submit a Membership Application along with a check for $20.00 made payable to the NCFFA.
     3 - State Rankings: No team will be ranked or eligible to participate in the State Championships without membership in good standing in the NCFFA.
     4 - Teams will receive a web page at no cost on the NCFFA Web Site.
     
    5 - Team captain will receive free newsletter.

    Formula for Ranking Leagues and Teams

    n
      Leagues will be ranked using the following formula:
    n
      League Rankings
    1 - Leagues will receive an, B, or C ranking.
  • A Ranking – Leagues with 10 or more teams; 10 years of play; and with 3 or more Top-Twenty ranked teams.
  • B Ranking – Leagues with 8 or more teams, 5 to 10 years of play and 2 or more Top-Twenty ranked teams.
  • C Ranking – Leagues with fewer than 8 teams; less than 5 years of play; and with 1 or fewer Top-Twenty ranked teams. All first year leagues will receive a C Ranking.
  • 2 - League Teams will receive and additional 5 Points per team per win for an A Ranking, 2.5 Points per win for B Ranking. 0 points per win for C Ranking. Each win over a Top-Twenty Ranked team will earn additional 2.5 points.

     Teams will be ranked using the following formula:
    Note: Regular Season and Final League Standings will be used to calculate rankings and eligibility for State Championship Play. Teams will receive 7 points for a Forfeit Win during the regular season to figure in their Points For vs. Points Against average.

     Regular Season Team Rankings

      1 – Team Win – Loss Percentage X 50
      2 – Games Won X 2
      3 – Add Average Points For Per Game X .5
      4 – Subtract Average Points Against Per Game X .5
      5 – Shutouts X 2
      6 – League Ranking:
              A Ranking Plus 5 Points Per Win
              B Ranking Plus 2.5 Points Per Win
              C Ranking - 0 – Points
      7 – Regular Season Loss by Forfeit Minus 10 Points
      8 – Playoff Win Plus 5 points Per Win
      9 – 2nd Place Finish in Playoffs Plus 10 Points
    10 – 1st Place Finish in Playoffs Plus 20 Points

    Example A: The Raiders play nine regular season games with a win – loss record of 6 and 3. They scored 144 points and gave up 81 points. They had 2 shutouts and won one game by forfeit. They play in an A Ranked League. They win their regular season playoffs with a 3 and 0 record.

     Regular Season Ranking: 6 – 3 Record = .667 X 50 = plus 33.4 pts.
     6 Wins X 2 = plus 12 pts.
     144 pts. Έ 9 games = 16 PF X .5 = plus 8 pts.
     81 pts. Έ 9 games = 9 PA X .5 = minus 4.5 pts.
     2 shutouts X 2 = plus 4 pts.
     A League Ranking: 6 wins X 5 =plus 30 pts.
     1 win by forfeit = plus -0- pts.

     Total = 82.9

     League Playoffs Playoff Wins 3 X 5 pts. = plus 15
     1st Place Finish = plus 20

     Total = 112.9 Final Points

    Example B: The Cardinals play ten regular season games with a win – loss record of 6 and 4. They scored 180 points and gave up 150 points. They had 1 shutouts and loss one game by forfeit. They play in an B Ranked League. They win their regular season playoffs with a 3 and 0 record.

     6 – 4 Record = .6 X 50 = 30 pts. 6 wins X 2 = 12 pts. 180 pts. Έ 10 = 18 PF X .5 = 9 pts.
     150 PA Έ 10 = 15 X .5 = 7.5 1 shutout X 2 = 2 pts. B League Ranking = 6 Wins X 2.5 = 15 pts.
     1 loss by forfeit = minus 10 pts. Regular Season Total = 65.5 points
     Playoffs: 3 wins X 5 pts. = 15 pts. 1st Place Finish = plus 20 pts. Final Total = 100.5 Points

     State Tournament Format
    Each Qualifying Team must submit their regular season roster signed by their league director. A separate tournament roster may be submitted with the following exemptions. Tournament Rosters are limited to 2 times the style of play (Example: 8 on 8 Screen Flag = 16 Players). 9 on 9 Lineman Ineligible Play may submit a 25-man roster. Teams that qualify for the State Tournament may declare up to three players as exempt from their regular season roster. Meaning, they may remove up to 3 players from their regular season roster and add three players to it provided those players are otherwise qualified to participate. Any team found in violation of this rule would forfeit all games that are played with illegal players.
    1 – Appropriate team entry fee and championship commitment application with team roster.
    2 – League Champion will automatically qualify. All qualifying teams will be seeded according to state ranking.
    3 – Each team will be placed in a three team pool and seeded as an A, B, or C seed.
    4 – A plays B, B plays C, and C plays A. Top two teams advance to single elimination round in A Division. Third place team will fall to a single elimination round in B Division.
    5 – All leagues must begin and complete their fall regular season play by November 18th, 2001 to be eligible to participate in the NCFFA Tournament Championship series
      State Champions
     1 - Each State Champion will receive a paid bid (Entry Fee) to play in the Nationals in Orlando Florida in January.
     
    2 - Champions will receive Championship Team Plaque and individual Championship Tee Shirt.
     3 - Cash Travel Awards *

     Note: Some events have a posted cash travel award.
     National Championships
    The NCFFA is affiliated nationally with the United States Flag Touch Football League (USFTL). The USFTL holds its national tournament the third weekend of January each year in Orlando, Florida. Teams winning one of the NCFFA championship tournaments will receive a paid entry to the USFTL nationals.
     North Carolina Flag Football Association - Hall Of Fame
    Any league Organizer, Sponsor, Coach, Player, or Official is eligible for the NCFFA Hall of Fame provided they meet the following requirements.
    1 – Nominated by Commissioner and / or League Director.
    2 – Submit an application for nomination to the NCFFA Hall of Fame signed by the sponsoring party.
    3 – Pay the $100.00 processing fee. This fee covers the printing and mailing of Hall of Fame ballots and office related expenses. Purchase of 'Hall of Fame' plaque.
    4 – All potential nominees must have their application on file by August 1st of each year.
    5 – Requirements:

    Organizer or League Sponsor – must be an outstanding member of the community and have played an intricate part in the development of flag football in the state of North Carolina.

    Coach, Player, Official - must be an outstanding member of the community and have played an intricate part in the development of flag football in the state of North Carolina. Coached, Played, and or Officiated the game for at least 10 years. Coached, Played, and or Officiated in Five State Championship Tournaments and two National Tournaments. Coached, Played, and or Officiated flag football for 15 years.
